Why didn't the 22,000 people protest while Shah Jahan was getting their hands cut

They didn’t protest because it never happened. The idea that Shah Jahan had the hands of the workers who took part in its construction cut off is a myth. One of many that surrounds the Taj Mahal. There is no evidence that such an event ever occurred.

It doesn’t really make any sense to mutilate about twenty thousand skilled workers within your empire that you would probably need again soon for construction of more projects. Skilled workers and craftsmen were very valued in the past as well. They would usually be highly paid for their work as well. It made no sense for any empire to destroy its own skilled labor.

Plus no skilled worker, craftsman, architect, etc ever work again for the Mughals if they knew that this is how the Mughal Emperors would reward them.

Stories such as these seem to exist about many historical large scale structures. They are usually just myths.
